1* Is it possible for anyone to run for Congress, or does the amount of money necessary for a campaign make it impossible for most people to run?

 

2* Should only those who live in a congressional district be allowed to contribute to a race in that district, or should congressional candidates be allowed to receive contributions from anyone anywhere who is a U.S. citizen?

 

3* Which is more important in determining the outcome of most elections – a candidate’s political positions or how much money a candidate has to spend?
